序言
On April 8, 1996, in accordance with the spirit of the mayor's work meeting on February 1, 1996, the Shenzhen Municipal Committee for Organizational Establishment officially approved the following, and agreed to establish the secondary school affiliated to Shenzhen University Teachers' College。1996年秋季开始招生。On December 12, 2019, with the approval of the Office of the Organizational Establishment Committee of the Shenzhen Municipal Committee of the Communist Party of China, the school was officially renamed the Affiliated High School of Shenzhen University。
第一章 总则
第一条 为全面贯彻党的教育方针，坚持社会主义办学方向，落实立德树人根本任务，培养德智体美劳全面发展的社会主义建设者和接班人，以习近平新时代中国特色社会主义思想为指导，In accordance with the Education Law of the People's Republic of China, the Compulsory Education Law of the People's Republic of China, the Teachers Law of the People's Republic of China, the Protection of Minors of the People's Republic of China, the Interim Regulations on the Registration and Administration of Public Institutions and other laws and regulations, and the Opinions on Establishing the Principal Responsibility System under the leadership of Party Organizations in Primary and Secondary Schools (Trial Implementation) and other relevant policy documents，结合学校实际，制定本章程。
第二条 The charter is the basic standard for the organizational structure, management and operation of the school. Other rules and regulations of the school shall not contradict the Charter。学校建立健全本章程统领下的规章制度系。学校规章制度的立、改、废，均依照民主程序进行。
第三条 学校全称为深圳大学附属中学。English name is The Affiliated High School Of Shenzhen University, referred to as the Affiliated High School of Shenzhen University。
第四条 学校住所地址是深圳市南山区前海路0353号。学校分初中部、高中部两个校区。

第二章 党的建设
第十三条 The school's party organization is the High School Committee Affiliated to Shenzhen University of the Communist Party of China (hereinafter referred to as the School Party organization), which leads the school's work in an all-round way, earnestly implements the requirements of comprehensively and strictly governing the Party, strengthens the construction of the Party organization, and ensures the correct direction of running the school。
学校不断完善党组织建设机制，推动党建工作与教育教学、德育和思想政治工作深度融合，加强党员队伍建设，为党组织活动提供必要条件，将党组织活动经费纳入学校预算，支持学校党组织开展党内活动，加强党建阵地、场所、设施等建设，把学校党组织建设成为教书育人的坚强战斗堡垒。

（八）需要党组织会议讨论决定的其他重要事项。
第三章 治理结构
第十八条 The school implements the principal responsibility system under the leadership of the Party organization. The principal is the main administrative responsible person and the proposed legal representative of the school. After being approved and registered by the registration and management authority, the principal shall obtain the qualification of the legal representative of the unit。
第十九条 Under the leadership of the Party organization of the University, the president exercises his functions and powers according to law and regulations, and is fully responsible for the education, teaching and administration of the university in accordance with the relevant resolutions of the Party organization of the University。
校长履行下列职权：
(1) To study, formulate and implement the school's development plan, basic management system, and internal education and teaching management organization plan。研究拟订和执行具体规章制度、年度工作计划；
(2) To organize and carry out teaching activities and research on education and teaching, strengthen education and teaching management, deepen education and teaching reform, and be responsible for enrollment, after-school services and student status management;
(3) Strengthen moral education, intellectual education, physical education, aesthetic education, labor education and mental health education of students, and improve the quality of school ideological and political teaching。Strengthen the standardization of school language work, organize and carry out school cultural activities and science popularization activities, and build a civilized campus;
(4) To study, formulate and implement plans for major construction projects, disposal of important assets and allocation of important school-running resources of the University, and to manage and protect the assets of the University;
(5) To study, formulate and implement the school's annual budget and large amount of expenditure, and strengthen financial management and audit supervision;
(6) Strengthen the daily education management services of teachers and other talents, and conclude, rescind or terminate employment contracts with teachers and other internal staff in accordance with relevant regulations;
（七）做好学校安全稳定和后勤保障工作；
(8) Organize the school to carry out international exchanges and cooperation, strengthen the contact between the school and the society and the family, and form a joint force for education;
(9) Report the implementation of major resolutions to the university Party organization, report work to the faculty and staff (representative) assembly, support group organizations to carry out work, and protect the legitimate rights and interests of teachers, students and staff according to law;
（十）履行法律法规和学校章程规定的其他职权。
第二十条 The President's Office meeting is the administrative deliberative and decision-making body of the school, convened and chaired by the president, to study and propose important matters to be discussed and decided by the Party organization of the school, to specifically deploy the relevant measures to implement the resolutions of the Party organization, to study and deal with education, teaching and administrative management。The members of the president's office meeting are generally members of the school's administrative team, and more than half of the members of the administrative team must attend the meeting before it can be held。The topics of the President's office meeting shall be proposed by the president, or may be proposed by other members of the school's leadership team and determined by the president after comprehensive consideration。
第二十一条 校长办公会议研究提议由学校党组织决议的重要事项：
(1) Important work plans and annual work plans for the connotation and development of the school, such as the construction of teachers, student training, curriculum construction and campus construction, important reform measures for school education, teaching and administration, basic management systems and specific rules and regulations;

(vi) Plans for the disposal of important assets, allocation of important school-running resources and authorized use of intangible assets;
(VII) The establishment and arrangement of major school projects such as the procurement or purchase of important equipment and bulk materials, major capital construction and large amount of infrastructure repair projects;
（八）学校教育教学评价、审议、评定工作中的重要事项；
(9) Major commendations and recommendations for education, teaching and administration at or above the urban level and major commendations at the school level;
（十）学校精神文明建设和校风教风学风建设的重要事项；
(11) Staff salary system, income distribution and welfare benefits, rewards, punishments and other important matters concerning the vital interests of teachers, students and staff;
（十二）校长认为需要提交党组织会议讨论决定的其他事项；
（十三）党组织会议认为需要先由校长办公会议审议的事项。
第二十二条 校长办公会议讨论决定的事项：
(1) Implementing the Party's educational principles and policies and the decisions and arrangements of higher departments, and strengthening the work measures of education, teaching and administration;
（二）执行学校党组织会议决定或决议事项的实施方案和重要措施；
（三）执行学校教育教学和行政管理等具体规章制度和工作计划安排；
(4) Specific matters concerning the conclusion, termination or termination of employment contracts with teachers and other internal staff in accordance with relevant regulations;
(v) the implementation of the school's annual financial budget plan, the implementation of large amounts of expenditure and annual supplementary budget, the specific arrangements for the mobilization, use and operation of large amounts of funds, as well as important matters of financial management and supervision and audit;

第二十三条 The university has set up professional organizations such as the teacher title Evaluation Committee, the Democratic School Expert Committee, and the teaching and scientific research Expert Committee to assist in professional decision-making and management。专业组织负责人和成员由校长提出人选，报学校党组织会议审定。各专业组织依照规程（章程、法律）开展相关工作。
第二十四条 The university has established a faculty and staff (representative) assembly system with teachers as the main body to ensure that faculty and staff participate in the democratic management and democratic supervision of the university。The Faculty and staff (representative) assembly shall work under the leadership of the University Party organization, and respect and support the president in exercising his functions and powers to manage the university according to law。All matters within the scope of the faculty and staff (representative) assembly shall be submitted to the faculty and staff (representative) assembly for deliberation or approval。
学校教职工（代表）大会依法行使下列职权：
(1) Listening to the report on the formulation and revision of the draft charter of the school, deliberating and discussing, and putting forward opinions and suggestions for revision;
(2) To hear the reports on the university's development plan, the construction of the faculty and staff, the reform of education and teaching, the construction of the campus, and other major reforms and solutions to major problems, to review and discuss, and to put forward opinions and suggestions;
(3) Listen to the annual work of the school, financial work, trade union work reports and other special work reports, review and discuss, put forward opinions and suggestions;
(D) To discuss and adopt the welfare and on-campus distribution implementation plans directly related to the interests of faculty and staff proposed by the university, as well as the corresponding methods for the appointment, assessment, reward and punishment of faculty and staff;
(5) To review the report on the handling of the proposal of the last (sub-) School staff (representative) conference;
（六）按照有关工作规定和安排评议学校领导干部；
(7) Put forward opinions and suggestions on the work of the school through various means, supervise the implementation of the school's statutes, rules and regulations and decisions, and put forward suggestions and suggestions for rectification;
（八）讨论法律法规规章规定的以及学校与学校工会商定的其他事项。

学校指导成立家长委员会，发挥民主管理、协同育人等作用。
第二十六条 According to the approval of the preparation department, the school has set up five internal organs, including: the Party Committee office, the school office, the academic affairs Office, the Student office, and the General Affairs Office, and the teaching and teaching auxiliary departments are set up according to actual needs。

第二十七条 The University actively promotes the construction of working mechanisms such as legal counsel and vice president for rule of law, and actively gives play to the role of the vice president for rule of law and legal professionals in improving the level of school governance according to law。
The school employs legal practitioners as the school's legal advisers, improves the working mechanism of legal advisers, and smooths the channels for legal advisers to perform their duties。
The school employs professionals from the Department of Public Prosecution and Law to serve as vice president of the rule of law at the school to assist in the work of rule of law education, student protection, security management, crime prevention and law-based governance。
第二十八条 The school has set up a student bullying control organization with the participation of relevant school personnel, vice president of rule of law, legal counsel, experts, parents' representatives, student representatives, etc., which is responsible for the prevention, publicity and education of student bullying behaviors, organizing identification, implementing correction, and providing assistance。
The school regularly conducts a special investigation on bullying prevention and control for all students to assess whether bullying exists in the school。
第二十九条 The school has established an on-campus appeal system, including a student Appeal Committee and a staff Appeal and Mediation Committee。
Involving teachers and students sanctions, appeals and other matters, the school shall listen to teachers and students statements and defense, and inform teachers and students have the right to request a hearing。师生申请听证或学校认为有必要举行听证的，应当按照规定举行听证。
第四章 权利义务关系
第一节 举办者
第三十条 深圳大学是学校的举办单位，依法享有以下权利：
（一）组建学校管理层；
（二）按照有关规定提名或任免学校负责人及其他主要管理人员；
（三）批准学校领导班子工作报告；
（四）监督学校教育教学工作运行；
（五）审定学校章程、发展规划等事项；
（六）对学校绩效考核、国有资产运营等情况进行监管；
（七）组织指导学校制定章程草案（修订案)；
(8) When the school terminates, be responsible for guiding the school to carry out liquidation according to law, handle the cancellation of registration of the legal person of the public institution, and do a good job of disposing of the school's personnel, assets, claims and debts in accordance with relevant regulations;
（九）行使法律法规规定的其他举办单位权利。
第三十一条 Shenzhen University provides funding and resource support for the school according to law, guarantees the school's operating conditions, supports the school in running the school in accordance with laws and regulations, and conducts supervision and assessment of the school according to law。
第二节 学生
第三十二条 Students who have been admitted or transferred to the school in accordance with the admission policy of the municipality or district, and have obtained their school status after going through the enrollment registration procedures, shall be students of the school。
第三十三条 学生享有下列权利：
(1) Participate in various activities arranged by the education and teaching plan, and use educational and teaching facilities, equipment, books and materials and other educational and teaching resources according to the arrangement of the school;
(2) Enjoy the right to choose courses, develop autonomy, and professional guidance to meet the needs of different education;
（三）创建或参加各类学生团体；
（四）参与、评议学校教育教学、学生管理及后勤服务工作；
(5) to obtain a comprehensive and fair developmental evaluation of academic performance, moral development and individual strengths;
（六）按照国家、省、市有关规定获得奖学金、贷学金、助学金；
(7) to receive a fair evaluation of their academic performance and conduct, and to obtain a corresponding academic certificate after completing the required studies;
(8) To lodge a complaint with the relevant department according to law if he is not satisfied with the sanction imposed by the school, to lodge a complaint or bring a lawsuit according to law against the school, the teacher or others for infringing upon his personal rights, property rights and other lawful rights and interests;
（九）个人及家庭隐私和个人信息依法受学校保护；
（十）法律、法规规定的其他权利。
第三十四条 学生应当履行下列义务：
（一）遵守法律、法规；

（五）维护学校声誉，爱护学校提供的教育教学资源；
（六）承担在学生自治活动中当选职务的相应职责；
（七）法律、法规规定的其他义务。
第三十五条 The school implements the management of student status in accordance with the relevant regulations of the education administrative department, improves the student status files, and handles the relevant procedures of student transfer, suspension, resumption, withdrawal and restoration of school status according to law and regulations。
The university shall grant graduation and issue graduation certificates to students who have completed the prescribed courses within the period of study and whose comprehensive quality and academic performance meet the graduation requirements。
第三十六条 学校建立学生成长档案，对学生实施综合素质评定，促进学生全面发展。
The school will commend and reward students who have excellent performance in moral, intellectual, physical, American and labor;Students who violate school rules and regulations shall be criticized and educated, and punishments may be given to those who are in serious circumstances。
第三十七条 The school provides financial assistance to students from poor families by waiving corresponding fees and providing state grants in accordance with relevant regulations of the state, province and city。
第三节 教职工
第三十八条 The faculty and staff of the school are composed of teachers, administrators, teaching assistants and other professional and technical personnel。
第三十九条 学校教职工享有下列权利：
（一）按时获取工资报酬，享受国家规定的福利待遇；
(2) To put forward opinions and suggestions on the education, teaching and management of the school and the work of the administrative departments of education, to participate in the democratic management of the school through the assembly of faculty and staff (representatives) or other forms, and to enjoy the right to know about major school matters;
（三）参加进修或者其他方式的培训；
(4) using school facilities and equipment, books, audio and video materials and other educational and teaching supplies in accordance with regulations;
(5) To be fairly evaluated in terms of morality, ability, diligence, performance, etc., and to be fairly treated in terms of job appointment, job promotion, merit evaluation, various awards at all levels and various honorary titles;
(6) To participate in the democratic evaluation, democratic supervision and democratic management of the school according to law, and to put forward opinions and suggestions on the work of the school;
（七）法律、法规规定的其他权利。其中，学校教师除上述第一款规定的权利外，还享有下列权利：
1.进行教育教学活动，开展教育教学改革和实验；

3.指导学生的学习和发展，评定学生的品行和学业成绩；

5.对学校给予的处理、处分以及学校侵犯其合法权益的行为享有申诉权。
第四十条 学校教职工应当履行下列义务：
（一）遵守宪法、法律和职业道德，为人师表；
(2) To implement the educational policies of the State, abide by the rules and regulations, carry out the teaching or work plans of the school, fulfill the appointment contract or post duties of teachers, complete the teaching and other work tasks, and maintain the reputation of the school;
(3) to educate students on the basic principles set forth in the Constitution, patriotism, national unity, rule of law, ideology, morality, culture, science and technology, and to organize and lead students to carry out beneficial social activities;
(4) To care for and take good care of all students, respect their personality, protect their rights, and promote their all-round development of morality, intelligence, physical fitness, beauty and labor;
(5) To stop acts that are harmful to students or other acts that infringe upon students' legitimate rights and interests, and to criticize and resist phenomena that are harmful to the healthy growth of students;
（六）不断提高思想政治觉悟和教育教学等业务水平；
（七）遵守学术规范，恪守学术道德；
（八）法律法规、学校规章制度及聘用合同规定的其他义务；
（九）法律、法规、规章规定的和聘用合同约定的其他义务。

学生处是学校德育工作职能部门。学校坚持“递进式”德育模式，推进养成教育、己任教育和拿云教育。

第五十三条 School assets refer to all kinds of economic resources directly controlled by the school according to law, including current assets, fixed assets, projects under construction, intangible assets, foreign investment, cultural relics and cultural assets。学校资产受法律保护，任何单位、个人不得侵占、私分、挪用和破坏。

第八章 终止与剩余资产处理
第六十六条 学校有以下情形之一的，应当终止：
（一）经审批机关决定撤销；
（二）因合并、分立解散；
（三）因其他原因依法应当终止的。

第九章 章程生效与修订
第六十九条 This charter was reviewed and discussed by the faculty and staff representative Assembly of the University, reviewed and studied by the President's office meeting, and adopted by the University Party Committee meeting on November 13, 2023, and submitted to Shenzhen University for review。本章程自通过事业单位登记管理机关备案之日起生效。
第七十条 学校有下列情形之一的，应当修订章程：
（一）章程规定事项与法律、法规、规章和国家有关政策相冲突的；
(2) Changes in laws, regulations, rules and relevant state policies require corresponding adjustments to the articles of association;
（三）章程内容与实际情况不符的；
（四）学校发生撤并或名称发生变化的；
（五）其他应当修改章程的情形。

第十章 附则
第七十一条 本章程由深圳大学附属中学校长办公室负责解释。
第七十二条 本章程未尽事宜按照法律法规及上级文件政策执行。
